EFC Ocean-Going Tugs


Tugs first appeared in the EFC building progam on the last day of 1917 with a contract for six steel ocean-going tugs from the Bethlehem Shipbuilding Corp's yard in Elizabethport, N.J. The EFC based the design, its Design 1035, on the commercial tug W. B. KEENE, which had been built in 1913 by the Staten Island Shipbuilding Co. Plans for this design were available for issue on 1 February 1918. Between February and May 1918 the EFC ordered 40 more of these tugs from Bethlehem and three other yards. At the same time it also ordered 27 wood ocean-going tugs to three different designs from three yards and took over the order for one more tug that had already been laid down. Plans for the first of the wood tugs were available for issue on 17 July 1918. On 15 June 1918 EFC management ordered a new program of 53 more ocean-going tugs, and on 26 July 1918 a limited number of tugs in excess of the program was added, to be paid for out of an appropriation for "trawlers." (These were probably the Design 1090 150-foot steel trawler-type high power tugs suitable for minesweeping that were designed by Gibbs and Cox along with a 175-foot wood version and that were set aside in September 1918 in favor of some straight fishing trawlers.) By the end of July 1918 orders for 49 more steel and 21 more wooden vessels had been placed or were pending. Orders for a final 9 steel and 18 wood ocean-going tugs followed in late August and September 1918. Prices for the steel tugs varied from $285,000 to $355,000 each and for the wood tugs from $210,000 to $280,000. After postwar cancellations the total output of ocean-going tugs by the EFC was 46 steel and 13 wood vessels, although some cancelled units were later completed privately.

On 4 March 1918 the Navy's Bureau of Construction and Repair, then planning a large order for ocean-going tugs, assessed in an internal memo three available designs: the Shipping Board's new Design 1035, the Navy's recent SONOMA (Tug No. 12), and its new ALLEGHENY (Tug No. 19). All had an overall length of 150 feet or more, which was considered to be about as small as could wisely be adopted for an ocean-going tug. Special attention was given to Design 1035, but its freeboard in deep load condition of 30 inches amidships and 9.5 feet forward was considered to be very small for real seagoing use. This design also lacked a towing machine, had accommodations for only a merchant crew, and had limited bunker capacity. The memo concluded that the SONOMA or ALLEGHENY types would give more satisfaction for naval purposes, and in May and June 1918 25 more units of the ALLEGHENY class were ordered.
