FY 1944. On 2 Apr 43 the Joint Military Transportation Committee of the Joint Chiefs of Staff (JCS) convened a subcommittee including representatives of the Army, Navy, and the War Shipping Administration to discuss the feasibility of developing small steel cargo vessels to provide for the supply problem in the South and Southwest Pacific. Something was needed for local and inter-island use that was smaller than the 10,500 deadweight ton Liberty ships then being delivered. Of the two small cargo ship types then being built by the Maritime Commission, the Baltic coaster type (N3-S-A2) was too small while the concrete-hulled C1-S-D1 type was too large and too deep in draft for use in the Pacific. The subcommittee recommended ships similar to the Norwegian S.S. BERTHA BROVIG with a capacity of 6,500 deadweight tons, a length of 300', and a speed loaded of 10 to 12 knots. The subcommittee appreciated that time would be needed to develop this new design and that the ships would not be delivered until 1944. On 15 Apr 43 and 8 May 43 JCS asked the Maritime Commission to build 100 of these steel coastal cargo vessels. In response the Maritime Commission developed its "Design AV," which called for a ship of 320' length, 50' beam, 22' draft loaded, 6,000 deadweight tons capacity, and 11 knots sea speed. It used diesel instead of the requested reciprocating steam engines and provided for a Navy crew of 8 officers and 67 men or a civilian crew of about 41 men for the Army ships. Other than the crew quarters, the 50 ships for the Army (manned and operated by WSA) and the 50 for the Navy were to be interchangeable. The design, whose full designation was C1-M-AV1, was completed with relatively little difficulty, and on 2 Sep 43 the Maritime Commission approved contracts for construction of the 100 ships (MC hulls 2101-2174, 2194-2207, and 2239-2250), all of which were to be delivered between March and December 1944. On 15 Nov 43 the Army asked that the Navy man 25 of the 50 Army vessels, giving the Navy 75 of the ships, of which 10 were to be completed by the MC as reefer ships (AK 156-220 and AF 30-39). On 10 Jan 44 the Auxiliary Vessels Board recommended that the Secretary of the Navy direct the acquisition of the 75 ships. In February 1944 the MC ordered a second group of 100 ships of this type, but the Navy asked that the 50 allocated to it be manned by civilian crews and operated by WSA on Navy account. The Navy later acquired seven of these ships for use as reefers (AF 41-47). In June 1944 MC hulls 2374-5 and 2377 replaced hulls 2140-1 and 2207 as AK 178-9 and 181. AK-185, 199, and 206 were completed in 1945 as Aviation Supply Ships and are listed here as AVS 5-7.
The ships built on the Great Lakes were taken by Navy ferry crews to New Orleans for completion and conversion, although they remained in MC custody and were not placed in service for the trip. The first of these ships, AK-168, was sailed from Milwaukee to Chicago, where she was dismantled to allow her to pass under two bridges south of the city. This entailed the complete removal of the bridge deck and the superstructure deck, which were stowed on Number 1 and 2 hatches respectively. All masts, kingposts, and rigging were removed and stowed along the main deck. The stack was removed and stowed in one of the holds, as were the lifeboats and davits. Four large pontoons were secured aft to lift the stern enough to pass over places as shallow as 13 feet. The highest part of the ship, the windlass wheel, cleared the first bridge by five inches. At Lockport, Ill., the ship was taken in charge by pusher-type towboats, secured to barges that were also making the trip, and over a period of almost three weeks taken to New Orleans, the entire tow being secured to a stout tree on the river bank each night. At New Orleans the ship was accepted by the Navy, placed in service, and towed down the Intracoastal Canal to Beaumont, Texas, where she was placed out of service, reassembled, and converted for Navy use. Later ships either converted by the MC at New Orleans or were moved from New Orleans to conversion yards in Texas by the MC, with Navy acceptance following final completion.
On 1 Jul 44 CNO asked BuShips to convert three ships of this class (AK-156, 158, and 160) for service as ammunition tenders for advanced Central Pacific bases, the conversions to include insulation and ventilation in the ammunition cargo holds and special stowage for pyrotechnics. The ships retained their AK classification.
On 16 Aug 45 CNO cancelled the acquisition of the last ten cargo ships to be completed, AK-176, 177, 196, 203, 204, and 216-220. The MC completed them as merchant vessels and gave them COASTAL names. Of these, AK-177, which had operated commercially for three years as COASTAL RACER, was acquired by the Navy in 1952 and converted by the Gibbs Corp., Jacksonville, Fla., to a floating power barge (YFP-10) capable of supplying 75% of the total power needs of the largest naval shipyard or the full needs of a city of 100,000 in event of emergency. The ship's propulsion plant was replaced with three steam turbines connected to three 11,500 KW generators providing a total capacity of 34,500 KW. Large evaporators allowed the ship to use sea water in her unique top-fired Foster-Wheeler boilers (in No. 3 hold) and to operate independently of shore support for 30 days, when her fuel tanks would need refilling. Her designation for emergency use recalled the Navy's use of the carrier LEXINGTON at Tacoma, Wash., in 1929, of the former destroyer escort ROBERT DONNELL (IX-182) at Cherbourg in 1944, and of the floating power plant JACONA (YFP-1) at Pusan, Korea. The ship, initially requested by the Navy from the Maritime Administration on 8 Nov 51 and a project of the Bureau of Yards and Docks, was completed and dedicated at Jacksonville on 2 Jul 54. In late 1960 or early 1961 she was towed to Thule, Greenland to provide power to the new Ballistic Missile Early Warning (BMEWS) installation there, and in the mid-1960s she was towed to Guam where she finished her career.
