Class Notes:
FY 1943 (ATA 174-213), 1944 (ATA 219-38). On 16 Apr 43 the Under Secretary of the Navy directed the construction of a new batch of ATRs for the U.S. Navy, ATR 101-140. The U.S. had initially intended to fill its own needs for rescue tugs with the wooden ATR-1 type (q.v.) and the new ships were to have been of this type, but in early 1943 the Americans began to feel that steel ATR's were more suitable for the Pacific, partly because the wooden tugs might deteriorate rapidly from attacks by tropical shipworms. On 13 May 43 BuShips formally recommended that ATR 101-140, be changed from wood to steel construction, and CNO approved this recommendation on 3 Jun 43 before any contracts were awarded. As all of these ships had been reclassified to Auxiliary Ocean Tugs (ATA) prior to completion, they are listed here as the first installment of a new (ATA-174) class, although they were identical in design to both the ATR-41 class and the preceding BAT-1 class. As with the ATR's and BAT's, the Bureau of Ships contracted with the General Motors Corporation to build the tugs, with G.M. providing the diesel engines and subcontracting out the construction of the hulls.

On 18 Nov 44 CNO approved the construction of 20 additional tugs of this class (ATA 219-38) for Lend Lease to the Soviet Union. The contract for the ships was awarded two days later, and the vessels were officially assigned to the USSR by the Munitions Assignment Committee (MAC) on 17 or 24 Jan 45. This assignment was retracted (on 10 Jul 45 for ATA 229-33) as the war drew to a close. The contracts for ATA 229-33 were cancelled in August 1945, and on 31 Oct 45 (14 Sep 45 for ATA 234-238), CNO directed that the remaining 15 tugs would be accepted from the builders upon completion but that, being surplus to Navy needs, they would not be commissioned, and would be placed in caretaker status and turned over to WSA for disposal after removal of equipment.

In August 1946 Levingston was awarded a contract by the U.S. Navy to complete two of the tugs that had been cancelled in late 1945 at Gulfport (ATA 234 & 235). Levingston completed these plus one of their own hulls (ATA-225) for the Brazilian Navy as TRITAO, TRIDENTE and TRIUNFO. At the end of 1948 Levingston advertised the delivery of these 3 tugs to the Brazilian Navy. The other 14 former Soviet tugs ultimately went to many buyers all over the world including the Soviet Union, which purchased the former ATA 221 and 222 as MB-44 (later MB-24) and MB-43 (later MB-25) respectively. A third, MB-26, reported in a Western source as formerly ATA-225, does not appear in an authoritative Russian source (Berezhnoy) and probably did not exist.
